The Golden Age of U.S.–Croatia Relations: Advancing Investment and Cooperation at The Three Seas Initiative Summit

The United States government and American companies announced billions of dollars in new U.S. investment in Croatia and the region at the Three Seas Initiative (3SI) Summit, strengthening energy security, expanding digital infrastructure, and opening new opportunities for American companies.

“This Summit marks a new golden age in the U.S.-Croatia partnership. Together, we are delivering both political and commercial wins that go beyond anything we have done before. From major U.S. investments in digital infrastructure and monumental energy deals to advancing the bilateral income tax treaty, we are creating real opportunities for American and Croatian companies and strengthening Croatia’s position as a regional energy and technological hub,” said U.S. Ambassador to Croatia Nicole McGraw.

“The U.S. Government and American companies are proud to bring real, tangible outcomes to the table. At the Summit, we’re advancing deals worth billions of dollars that strengthen the United States’ partnership with the Three Seas region while delivering meaningful gains in energy security, digital infrastructure, and connectivity. These investments reflect our long-term commitment to the region,” Ambassador McGraw added.

U.S. Secretary of Energy Chris Wright emphasized that American energy leadership is central to helping Europe diversify away from Russian hydrocarbons while positioning the Three Seas region to compete in the emerging AI-driven economy. “President Trump is unleashing a new era of cooperation for Central and Eastern Europe. These partnerships are rooted in our mutual support for an energy addition agenda, more jobs, more opportunity, and more investment — all of this is evidenced by the billions of dollars of deals that were signed today. The future is extremely bright for the nations that join the United States in pursuing common sense energy policies that deliver prosperity and security for their respective people,” Secretary Wright said.

At this year’s Summit, the United States supported a range of initiatives that underscore its role as a reliable partner in delivering practical, high-impact outcomes across the region.

Key Outcomes Include:

  • Bilateral Memorandum of Understanding on Energy Infrastructure and Regional Energy Security Launching the New Trump Peace Pipelines Framework: A U.S.-led framework to advance strategic energy infrastructure projects across Central and Eastern Europe, strengthening energy security, increasing non-Russian gas flows, and supporting regional stability, including for Ukraine.
  • Joint Statement of Intent Supporting the Intergovernmental Agreement between Bosnia and Herzegovina and Croatia for the Southern Interconnection Gas Pipeline: The United States supports expanding regional gas infrastructure through the Southern Interconnection to enhance cross-border connectivity, diversify supply routes, and reduce dependence on single-source energy imports.
  • Bilateral Income Tax Treaty: Progress toward a modernized U.S.-Croatia income tax treaty, which will reduce barriers to investment, increase transparency, and unlock greater bilateral trade and U.S. private sector engagement.
  • Nuclear Joint Statement: The United States and Croatia signed a Joint Statement to enhance civil nuclear cooperation, deepening collaboration under the U.S.-Euratom Agreement for Cooperation in the Peaceful Uses of Nuclear Energy. The agreement advances Croatia’s readiness to deploy U.S. small modular reactor (SMR) technology, supports expanded cooperation between U.S. and Croatian industry, and promotes American nuclear exports. It also reinforces U.S. leadership in safe, secure, and reliable nuclear energy, positioning Croatia to play a growing role in regional SMR development.
  • Croatia Small Modular Reactor (SMR) Feasibility Study: Supporting Croatia’s steps to deploy safe, secure, advanced U.S. nuclear technologies with the highest standards of nonproliferation, under the Foundational Infrastructure for Responsible Use of SMR Technology (FIRST) Program.
  • Project Pantheon: An American firm is investing in a next-generation data center in Croatia worth upwards of $50 billion, strengthening regional digital infrastructure, supporting AI-driven growth, and positioning Croatia as a hub for world-class digital infrastructure in Central and Eastern Europe.
