As part of the current enhanced cooperation with partners in the southern Mediterranean, the European Commission launched a digital transformation program for North Africa and the countries of the Middle East.
The Digital Transformation Programme, co-financed by the German government, will promote inclusive and sustainable growth by improving access to digital services for citizens, public administrations and businesses, harmonising digital regulations, strengthening cybersecurity and improving digital skills. It will help Southern Mediterranean countries improve digital regulations, strengthen legal frameworks and improve digital skills in businesses and local SMEs. The programme will focus on three key components to boost the digital transformation in the region.

First, digital telecommunications regulations will be aligned with EU standards. The programme will also strengthen national regulatory authorities and establish a regional network to improve cooperation.
Second, the programme will strengthen cybersecurity by improving national frameworks and governance, thus increasing the capacity to prevent, respond to and manage cyber threats.
Finally, it will develop regional digital skills in line with the standards of the EU DigComp framework and establish new platforms and networks to support continuous learning and the exchange of expertise.
Commissioner for the Mediterranean Dubravka Šuica said: “I warmly welcome this important programme under the Pact for the Mediterranean. It will be a key driver of inclusive growth – harmonising digital rules, strengthening cybersecurity and empowering citizens with the skills needed across North Africa and the Middle East.
The programme was officially launched yesterday in Marrakech, Morocco, at the GITEX Africa conference. The event was attended by Henna Virkkunen, Executive Vice-President for Technological Sovereignty, Security and Democracy.
